Licensing for ministry is a ritual that recognizes that a pastor is granted authority as a leader in a specific congregation with the responsibilities and accountability required for a pastoral leader. Ordination follows a period of licensing and is a ritual that confirms the sense of readiness, fitness, and permanent calling for ministerial leadership.
